On April 29th, 2010, President Hu Jintao signed and issued Presidential Decree No.28 of the PRC and announced Law of the People's Republic of China on Guarding State Secrets (hereinafter referred to as The New Revis- ed Secrets Act) which was considered and adopted in The 11th National People's Congress Standing Committee 14th Meeting. Title VII of The New Revised Secrets Act stipulates that offices and units shall implement the sec- recy work responsibility system. However, the responsibility system has a lot of provisions for leading officials and a few provisions for secrecy personnel and confidential organization. The content is not comprehensive enough and not yet institutionalized system. Meanwhile, there are some other problems to be concerned, such as lack of appropriate assessment, rewards and pun- ishment system, not carrying out rules and regulations effectively and so on. All of these outstanding issues result in a lot of behaviors of breaching responsibility system and treating national security seriously. Withal, this article, with the combination of The New Revised Secrets, states some experience and understanding about the importance, existing problems and specific content for the implement of secrecy work responsibility system and discusses the measure emphasis on the implementations of secrecy work responsibility system.
