Study On The Chinese Government Secrecy Work In The New Situation

Currently, the pattern of the world is showing a multipolar trend while the international situation is moving towards detente in general. However, the struggle between the espionage and the anti-espionage activities on state secrets is becoming fiercer in the background that the competition of the overall national strength among countries is increasingly intensifying. In the struggle for maintaining the national security and interests, the secrecy work bears important responsibilities and plays an important role in the national security of political, economic, science and technology, and some other fields.It is an obligatory responsibility for the government and relevant departments to do the secrecy work, protecting the state secrets. And for this purpose, the Chinese government is mainly performing the secrecy work from aspects of secret confirming, the construction of legal system, the publicity and education, the technology safeguard, the secrecy inspecting and so on. All these functions together make up the basic framework of the secrecy work and have acquired distinct characteristics in the process of conducting.The development of the secrecy work has its own historical roots and can be divide into three stages:before the founding of new China, after the founding of PRC to the Reform and Opening-up, after the Reform and Opening-up. Different stages have different strategies and missions, while the policy, thinking and theory of doing secrecy work come down in one continuous line. It has a good continuity in the working practice. By understanding the development of the secrecy work, we could get a better overall and historic view which would help us getting some more accurate conclusions.At the moment, the development of the computer and the information technology has formed a great challenge to the state secrecy work. Besides, the development of Reform and Opening-up has set new requirements for the secrecy work. It is very important and imminent to carry out the secrecy work better in the new period. Through the analysis of the period and the new situation, and making evaluations to the government actions, this paper tries to point out the complexity and the arduousness of the secrecy work, and the current deficiencies. By summing up the historical and foreign experience, this paper proposed some countermeasures to do the secrecy work better.This paper suggests that since the problems of the secrecy work are complicated, we must treat it at a height of system. Furthermore, secrecy work must be conducted from reality, following the path of improving people’s understanding, transforming the government functions, extending the standardized management, and strengthening the support. Only in this way secrecy work could be better in serving the national security and interests.
