Studies Of The Secrecy Work Of X Institute Chinese Academy Of Sciences

April 15th,2016 was the first National Security Education Day since the new National Security Law enforced.Since then,relevant government departments implemented various forms of propaganda and education activities on national security,which made us realize that the fight in hidden front is very intense in peacetime and spies are probably among us and not just in the movies.Nowadays,science and technology are not only the primary productive force,but also the primary fighting capacity.For insight into the direction of scientific research and stealing the scientific achievements of our country,foreign spy agencies had extended their reach into the scientific research institutes of our country,which made the affairs of losing and divulging secrets happen frequently and caused great threat to the benefit of our country and people.In this situation,the secrecy work of scientific research institutes is more important.This paper takes X institute,Chinese Academy of Sciences as an example and analyzes the current situation of its secrecy work.The writer finds that X institute still has the risks of losing and divulging classified information and several problems can be observed in the secrecy work of X institute,such as risk of losing secrets in the using of computers and information system,irregular action in pending the assortment of the secret,lack of apparent effect on supervision and inspection of secrecy work,lack of precision on secrecy work and useless responsibility assessment,which are mainly caused by deviation on scientific research personnel's cognition of secrecy work,less full-time secrecy work management staff,lack of theoretical basis and practical direction on precision of secrecy work and lack of fusion on secrecy work system and business system.Considering the realities of situation on secrecy work of X institute and through a series of studies,the writer pointedly offers the ideas of how to improve the management of secrecy work,which are changing the work tradition stably,opening new mind and realizing precision on secrecy work,setting up correct view of scientific research personnel on secrecy work through education,improving capacity on supervision and inspection through other ways and sounding secrecy work system.Secrecy work is an important secure management,is the foundation of all the other operations.Through all these efforts,the writer hopes that this paper can explore a new way of realizing the long-term management phenomenon of secrecy work and make useful suggestion and comment to X institute and other institutes in the same situation.
