Technology Change Politics: A Study On The Operating Mechanism And Realistic Effect Of Anti - Corruption In China 's Current Network

To control the corruption is a problem o f the world. China’s economy has improved a lot after the Reform and opening-up. But at the same time, the problem of corruption is becoming prominent day by day. China’s anti-corruption experience has developed from moral anti-corruption to system anti-corruption in the processes of explorations and got some achievements as well. The importance’s degree o f the Anti-corruption work has been elevated to a hitherto unknown height after the CPC eighteenth National Congress. As a scientific technology, Internet applying in the field o f anti-corruption is worthy of attention.The network anti-corruption are composed o f three parts------Internet users, websites and public authority. And the driving forces o f the network anti-corruption are the enhanced consciousness o f the citizen political participation, the political interests of CCP and the government, the failure o f the traditional supervision mechanism, and the mature network technology. The network anti-corruption has its own characteristics compared with the traditional way o f anti-corruption. This paper summarized an approximately route o f how network anti-corruption runs through two cases.Various problems about the network anti-corruption still exist at the present. For example, digital gap exists, and there are some irrational behaviors during the group actions. The network anti-corruption is still lack o f perfect legal guarantee. Therefore, it will bring some problems to the justice when improper pressures o f public opinions appear. The best way to solve all the problems is to bring the network anti-corruption into the orbit o f anti-corruption system.The network anti-corruption has brought deep influence to China’s process o f political democratization, such as the field o f anti-corruption, political participation and political reforms. It can develop the political rights o f citizens. But it may also bring some challenges to the building of the anti-corruption campaign o f the government. The network anti-corruption reflects the interaction between the progress o f information technology and the development o f democracy. It reduces citizen’s confidence o f the government authority. However, the network anti-corruption promotes the citizen’s political participation. And more importantly, ft provides a possible way to China’s political reforms.
