A Study On The Horizontal Relations Among Local Governments From The Perspective Of Regional Governance

The development of theory and practice of the current Chinese regional governance is not only affected by the interaction of economic globalization and regional integration,but also the inevitable requirement that local governments in the region deal with a variety of complex, dynamic regional public issues which result from the integration. However, because of China’s own unique regional governance ecosystem, it determines that in regional governance we cannot copy western countries’ basic theories and actual practices to deal with regional public affairs.But we can analyse the political ecology of regional governance in China on the basis of those and put forward some suggestions effectively.Research method is the way of thinking that grasps the basic characteristics and relationships of things’ essence.Using reasonable and effective research method helps to understand things accurately.So in this article the following research methods will be mainly used: inductive analysis, through these analysis of the mechanism of cooperation and competition between local governments at home and abroad,analyses the status and nature of cooperation and competition between local governments in our country throngh value judgment from two angles of cooperation and competition and forms the basic model to coordinate the local intergovernmental relationship in regional governance; system analysis, regards the relationship between local governments in the regional governance as a organic whole as the research object of system analysis,and analyses the various factors such as interests, platform which affect the development of relations between local governments to find the function of the logical relationship of each other to the whole system.The main part of this paper consists of six parts.The first part is the introduction which is to specify the dual background of the horizontal relationship between local governments in regional governance and the reality and theoretical significance of study, and describe the main direction and content of some related researches and make a brief comment;The second part is to define some related concepts and use regional public administration theory, multi-center self-governance theory and game theory and other basic theories to strengthen the basic of analysing the horizontal relationship between local governments in region; The third part is to state the lack of legal basis and realistic operating conditions as local governments in the region deal with the horizontal relationship; The fourth part is to explain that local governments maximize the interests of the region results in redundant construction and convergence of industrial structure, governance failures and other practical difficulties; The fifth part is that first conducts a general analysis on these problems and consider that the horizontal relationships between local governments in the region reflects the interests of the running and friction in essence and the offset and game of cooperative and competitive relationships in form, and then analyse its specific reasons; The sixth part is according to problem-oriented, to proposed five suggetions like forming a correct view of concurrence,establishing multi-center governance, building and improving regional coordination mechanism,establishing interest mechanism and improving the relevant system and transforming government’s functions; The seventh part is the conclusion that briefly summarizes the main ideas of this article.The highlight of this paper has three aspects: as to cooperative relations and competitive relationships between local governments in the regional governance it is not to do an independent analysis, but combine cooperative relations and competitive relationships from the starting point of interests to do research; when cooperation and competition is analysed, it is not limited to static analysis in the system, but to analyze the game process of the stakeholders; Although in the process of regional governance, local government plays an important role, we can not ignore the market and the social organizations’ function to the entire regional governance and so need advocate to establish multi-center governance mechanisms.
