Research On Rural Environmental Health Governance From The Perspective Of Multi-center Governance

At present,China’s rural economy and farmers’ living standards are constantly improving,and the process of rural urbanization is gradually accelerating.However,due to the neglect of environmental protection in the process of economic development in rural areas,the rural environment has been seriously damaged and polluted,which has an extremely adverse impact on the long-term development of rural areas.Therefore,it is necessary to effectively manage the environment and properly deal with the relationship between each other in the process of developing rural economy.At the same time,in the construction of new socialist countryside,we should pay more attention to the problem of rural environmental pollution and carry out reasonable rectification.In the current process of rural environmental pollution control,there are still many difficulties.This paper will re-organize the governance organization and power center through the Ostrom and his wife’s "Multi-center Governance Theory",so that the efficiency of rural environmental health governance can be further improved.In this article,we will in Hengshui city area A,for example,on the basis of the polycentric governance theory to rural environment management,elaborates the polycentric governance related concept,introduced the present status of environment pollution,and environmental situation in the form of interview survey,based on the analysis of rural environmental health management area A progress and existing main problems,and starting from the multiple center governance puts forward the corresponding countermeasures.The innovation point of this paper is to analyze the rural environmental health governance from the perspective of multi-center governance by analyzing the nature of rural environmental health.First,the polycentric governance perspective put forward diverse work new mode of governance,to balance the government,farmers,enterprises and social organizations at the grass-roots level,and many other subjects,the relationship between the integration of the advantages of each main body,to mobilize the power of the different main body,let the body potential fully,build multivariate complementary mechanism of governance body,to solve the deficiency of one-way environmental governance mode.Second,in the process of rural environmental health governance,explore the path and countermeasures for rural cooperatives to participate in environmental health governance.Therefore,the paper proposes to establish a private non-enterprise organization for rural waste classification treatment,innovate management methods,integrate agricultural and rural resources,and effectively combine economic development and environmental protection in rural areas under the drive of cooperatives.
