A Study On The Problems And Countermeasures Of Social Force 's Participation In Social Assistance

Throughout ancient and modern, the phenomenon of street begging has been widespread. The liquidity, complexity and particularity of homeless beggars have been potential factors influencing social stability and harmony. Therefore, governments all of the world are faced with the problem of how to rescue and manage these homeless beggars. After the founding of New China, Our country’s system of relief for homeless beggars has experienced the transition from custody and repatriation to the social assistance, realizing the change from mandatory to voluntary. Our government has been dominant in the relief for homeless beggars, reflecting in three aspects: policies, management and service. However, there are still some problems in the government-led rescue from the reality. So, it is urgent extremely for social forces to participate in to improve the system of relief.As the political, economic and cultural center of China, BJ has been a habitat for many homeless beggars. Similarly, BJ is also a gathering place for social forces, such as social organizations, private non-enterprise units and so on. Under the guidance of the government, social forces are gradually involved in the rescue work for homeless beggars, which has played a significant role in improving the government’s relief work. Therefore, taking social forces participate in the rescue work of BJ as a case, we can have a comprehensive and specific understanding of the importance of social forces in rescuing homeless beggars.The research methods of this paper contain documentary study, case study, depth interview, participant observation method. That is to say, through summarizing the current domestic and foreign research achievements about social assistance for homeless beggars, this paper has carried on the systematic research on the existing theory. And it reflects innovative initiatives of social forces and shows the role of complements of social forces at working for homeless beggars, through observing this project of outreach relief for homeless beggars of BJ, interviewing homeless beggars and staff of RF social service center in this project. Meanwhile, this paper exposes the existing problems in the relief work by an in-depth analysis of the rescue of social forces.Finally, this paper makes some suggestions to improve social forces to participate in relief of homeless beggars based on the problems of the rescue of social forces, which is mainly about the evaluation criteria, the sustainability of relief, the coordination of resources, social forces and so on.
