Research On The Problem Of The Social Assistance Of Urban Vagrants And Beggars From The Perspective Of Network Governance

Since 2003, the replacement of social assistance system on custody and repatriation system for vagrants and beggars makes the system design for the government to solve the vagrants and beggars enter into a new stage-from the past passive assistance to the active assistance. However, the path dependence in the actual social assistance service process influences the play of social assistance system function severely. With the case of Shenyang City, the paper uses the network governance theory from Stephen Smith and William Eggers as the analysis tool, analyzed the reasons of the problems and countermeasures on the social assistance service for vagrants and beggars in Shenyang, thus having certain practical significance on the benign operation of social assistance system.The paper is composed by five parts. The first part is introduction on the topic background, topic basis, research significance and related research status. The second part is the related concept definition and theoretical connotation. The related concept of assistance service is defined, and the connotation of network governance theory is illustrated. The third part summarizes the current status of research object and refines the existed problems. The current status of assistance service for vagrants and beggars in Shenyang is cleared via investigation research, the problems of old-fashioned assistance service concept, single assistance service subject, low agency operating efficiency and conservative assistance service method are notified in the assistance service process in Shenyang City via the mathematical statistics analysis. The fourth part analyzes the low-quality service for vagrants and beggars in Shenyang. Starting from the reality, the reasons for the problems on the assistance service in Shenyang can be summarized as fuzzy value concept, unformed network assistance service pattern, broken element logic chain for agency operation, insufficient "conservative" attitude and ability. In the fifth part, the countermeasures to solve the quality problem on social assistance service for vagrants and beggars in Shenyang are proposed. The countermeasures include clearing the value orientation of assistance service, continuing perfecting the network assistance service pattern, straightening out the operation logic and innovation service way of assistance service agency.Combined the literature research and empirical research, the theory and practice, the paper tries to promote the current network governance pattern on the social assistance service for vagrants and beggars in Shenyang, and improve the social assistance service quality.
