Foreign aid policy is one of the American foreign policy, an important part of investigation of America’s national security strategy during the cold war. What is an important window for us to understand today’s American foreign aid strategy, which has important significance. The U.S. agency for international development (USAID) is advocated by President John f. Kennedy. According to the Foreign assistance Act of 1961 (Foreign Assistant Act),is the most important bilateral enforcement agencies of Foreign economic aid. It marks the establishment of the American foreign aid mechanism increasingly perfect to serve the interests of the state. The U.S. foreign assistance which had been written in laws, making the United States is of epoch-making significance in the history of foreign aid, when the foreign assistance act has been passed in 1961.Founded in November 1961, USAID is the most important independent federal agency of U.S. foreign non-military aid. It is in the United States foreign policy, in carrying out and implementing the diplomatic strategy in the United States which has been plays an important role. In this background, the purpose of this paper is based on the U.S. agency for international development (USAID) and makes its development as a case, being a single official body from the particular period throughout its formation, development and operation. Tries to understand Kennedy-Johnson administration’s forehand policies, study from the historical events and interpretation of the original literature, analysis on the Kennedy-Johnson administration foreign policy during the period of changing reason. Exploring its inherent regularity to know and use. Therefore, this article will be from the following several aspects:(1) the U.S. agency for international development (USAID) to create; (2) the United States agency for international development (USAID) early activities; (3) the influence of the U.S. agency for international development (USAID) foreign aid.
