Within the basic framework of modern democratic politics which is about public power, party and the masses, the party connected with the masses on one hand, with the other hand connected with public power, is the bridge and bond between the general populace and the public power. Communication function is considered to be the basic functions and properties of parties. However, either governmental public power or party power is authorized by the masses. Hence, strengthening the communication between the party and the masses is the key for the party to function, which is also the general law for Ruling party building. In China, it is the fine tradition and political advantage that Communist Party of China could keep close ties with the masses, providing the rock-solid guarantee for the party to seize and consolidate the political power. In the new period, exploring the law for communication between the party and the masses from the perspective of scientific party building, and realizing scientific communication mechanism between the party and the masses, is not only the primary issue to close the ties between the party and the masses, and to consolidate the reigning foundation, but also the pivotal step to improve the leadership system and governing style of the party, and to deepen the reform of the party building system.The paper supported by party communication function and political communication theory, probes into the communication mechanism between the party and the masses from the perspective of scientific.
