Since the 1990 s, The Jiaozuo property case which also draws the attention of people on the civil-administrative problem, administrative lawsuit and civil lawsuit case aroused the theoretical circle a heated discussion. Along with the economic and social development, an increasing complex social relations and the expansion of executive power, the case about civil-administrative problem is increasing, and in recent years our country law is not perfect, also such cases take challenges to our country court in practice.
