On The Establishment Of The System Of Rescuing Criminal Victims From The Perspective Of Drug Family Xin And Qiu Xinghua

The cases that many victims still live in difficulties due to lack of compensation exist in our real life, which realizes us that there are still some drawbacks in protecting the rights of criminal victims. Now the protection of the victims’ rights is received more and more attention by our country, and the pilot projects have achieved initial success with the pilot project of salvation for victims launched in most provinces. However, there are still a series of problems during the salvation of the victims for there is still no a unified national criminal victim salvation system in China. The problems are as follows, different kinds of victims needed to receiving salvation, no standardized salvation procedures, no unified aid agencies, and the imperfect social assistance, which affect the effectiveness of salvation. With the rapid development of economy, as well as a comprehensive study of the theoretical and experimental work of criminal victim relief system carried out, a unified national salvation system for criminal victims are ready to be established.Under the unified salvation system, the rights of criminal victims can be protected more well. The salvation should be given timely when the victims are not compensated, which can protect the rights of victims, ease social conflicts, uphold fairness and justice and promote a harmonious society built. National salvation and social assistance should be involved in for a complete salvation system. The social assistance can be as a appropriate complementary. With much practical experience, the salvation system of criminal victims in foreign country has been very well equipped, from which there are a lot our country can learn. Through comparative analysis of salvation target, the scope, the standards, aid agencies, and funding sources in foreign country, the author proposes a salvation system for criminal victims need to be built for the aim that criminal victims can be provided with a strong institutional guarantee.
