China and Russia are two countries of rapid economic development in the world. As experiencing economic system reformation, the situation and tasks of the two countries are similar when dealing with the antitrust, safeguard market free competition. However, as the two countries’ specific conditions, privatizations, manners and degrees are different, anti-monopoly law which is one of the most effective means of national regulation has bigger differences in the institutions, the main systems and the legal responsibilities, etc, at the same time. Russia’s anti-monopoly law plays an important role of reference for China when dealing with some anti-monopoly problems during the transformation.Based on the methods of comparative analysis, and some cases, the present thesis illustrates the differences of the anti-monopoly law between China and Russia in the institutions, the main systems and legal responsibilities and so on. At the meanwhile, the present thesis tries to put forward some feasible suggestions on how to perfect China’s anti-monopoly law. The legislations of anti-monopoly in China and Russia are briefly introduced in the first part of the present thesis; the second, three, four part talk about the differences of their setting up of the law enforcement agencies, main systems and legal responsibilities respectively; and the last part is some suggestions for perfecting China’s anti-monopoly law.
