Research On Performance Management Of Local Government In China From The Perspective Of System Theory

Currently, as the social environment evolving constantly, raising higher requests to the public administration, the implementation of government performance management make government operations more efficient, rational, has become a common pursuit of the world. Promote and improve Chinese local government performance management, is an major initiatives to improve government efficiency,promote public service quality, improve government image,build an probity and high-efficiency,open and transparent service-oriented government.This paper ordered system theory as research perspective, conducted an more overall thorough analysis local government performance management of China from macro, meso and micro aspects. Firstly, analyzed local government performance management through analysis with overall investigation——summarized the three stages of the development of government performance management in our country from historical perspective; analyzed the current status of Chinese government performance management from practical perspective; analyzed several typical modes of Chinese local government performance management from case perspective. Secondly, studied the problems of local government performance management in our country using the hierarchical division method of systems theory——from the macro-aspect, existing some problems such as the regulation and law foundation is weak, the management system is imperfect, theoretical system is incomplete etc.; from the meso-aspect, existing some problems in supporting elements such as management philosophy, organization structure and management mechanism etc.; from the micro-aspect, existing some problems in the basic elements such as management technology, talents and evaluation methods etc. Thirdly, integrally explored the ideas to improve and develop Chinese local government performance management system——improving macro-system environment, including establish and improve the legal system, management system and theoretical system about government performance management; strengthening meso-system supporting, including transform government performance management philosophy, organization structure and management mechanism etc.;consolidate micro-system foundation,including improve performance management techniques,cultivate performance management talents, expand citizen participation etc.
