Foreign technology and management experience contribute to speed up the development of Chinese economy since reform. Currently, many companies (including most small and medium enterprises) can take full advantage of the advanced management methods to improve the capacity of profits, as a contrast, Chinese government management methods seems to more outdated, the shortcomings of the existing management system have kept our economy away from stable and rapid development. Organization performance management is the core of the all management system. Therefore, the all levels departments of Chinese government and agencies need to establish the organizational strategic objectives at the core of the new performance management system in order to reshape the image of the government, meet the needs of economic development and promote the enhancement of national force.This article chooses the tax authorities as a sample, using the Balanced Score card, performance management theory and 360-degree performance appraisal method, trading" Enrich Country, Serve People "as the mission, studying grassroots tax authorities performance management system of City A First, by analyzing the original tax authorities A City primary problems in performance assessment, I find the causes of the problems. Second, I analysis that whether balance scored card can improve the performance management in the point of service in the grassroots tax authorities Performance Management System of A city. Third, a detailed description of the whole process for performance management system can be given, which is about the application of Balanced Scorecard to grassroots tax authorities. The company's main strategies can be applied for different departments and positions; through key performance indicators (KPI) selection, the department and individual performance evaluation index system will be established to achieve maximum tax benefits and taxpayers satisfaction. Finally, to make sure that grass-roots tax authorities of City A can be implemented effectively, there are some recommendations for the system. These advices are coming from the leadership level, system level, the information technology level, and quality of personnel level.
