A Study On The Issue Of The Party Members' Withdrawal Mechanism

On January 28, Xi Jinping, General secretary of the CPC Central Committee, hosted the Political Bureau of the CPC Central Committee Conference, on which the problems in party member development and administration formed with opening-up and socialist market economy were brought up. The structure of Party members is not reasonable, management mechanism of the Party member is not perfect, a small amount of CPC member’s ideals and conviction has shaken, tenet consciousness,organization and discipline is not strong, and even there exists ideological transformation and corruption. It is required in the conference that political standard is supposed to be given priority and Party members should adhere to the requirements and standards firmly. Unqualified members should be dealed with in time, so that the whole Party can remain in vigor. So, developing Party member expelling mechanism is an important task at present.Enhancing the purity of CPC is the ultimate requirement of Developing a Marxist ruling party. To expel unqualified members timely helps strengthen the party’s ruling ability construction and ruling foundation of the party; improves the ability of anti-corruption; and also it’s an effective means to face complex situations at home and abroad. A scientific and reasonable expelling mechanism guarantees the development and purity of CPC.Under the guidance of Dialectical materialism and historical materialism philosophy method, this thesis has 4 sections ’ discussion about the expelling mechanism of CPC members: The first section is theoretical analysis, in which a concept of CPC member expelling will be given. The thesis will have a general description of it from aspects of the explanation of The Constitution of CPC and achievements of CPC theory and practice. The second section is realistic requirements, which has an analysis of problems in the Party at present and profound lessons of foreign parties that lost regime. In the third section, the practicability of CPC member expelling mechanism is analyzed from three aspects: theoretical basis, practical basis and practical experiences home and abroad. The fourth section being countermeasures discussion, in which the future development of CPC member expelling mechanism is brought up.As the Chinese saying goes, running water is never stale and a door-hinge is never worm-eaten. In order to maintain the vitality and the vigor of Party members, we must not only strict "entrance", but also clear "exit". It’s practical to start from establishing and perfecting CPC member expelling mechanism and setting up a long-term mechanism, which provides a systematic guarantee for keeping CPC advanced, purified and in good vigor.
