A Study On The Theory And Practice Of Local Party History

As part of party history work, local party history work has the function of "examining the current, assisting politics and educating people". To a large extent, whether it can keep a sustainable and prosperous development concerns the success of the overall party history work. Therefore, in this paper the author conducts a deep research of the current situation and the future development of local party history work from the perspective of theory and practice, hoping to provide a reference.The local party history work has its own unique research object and content, it experiences three development stages of new-democratic revolution, socialist exploration and socialist reform and opening up, with its position and role established step by step during the process of national development and party growth. To do the local party history work well is not only because the tradition that the Communist Party pay attention to learning and using history as well as the realistic choice provide favorable conditions for its development; but also because it can improve people’s spiritual modernization, provide driving force for socialist modernization construction and promote the scientific level of local party construction. Therefore, local party history work should be pushed to a new height based on making the best of advantages and following principles, but the practice does not go smoothly. Qixia District of Nanjing has rich resources of party history. By using the SWOT analytical model to analyze the situation, we can see that although it has achieved fruitful results in four aspects of party history "soliciting, editing, research and propaganda" and also accumulated a lot of experience worth learning and promoting, it still faces serious problems such as organization structure, self-orientation, working ability and actual effects. In order to solve these problems, we have to comprehensively strengthen the organization construction, promote the work development through reform and innovation and continuously improve the effectiveness.The SWOT analysis of Qixia District party history work in largely is the epitome of the contemporary local party history work. After SWOT analysis of local party history work, we can find that local party history work has the advantages of a complete organization system, accumulation of a lot of achievements as well as experience and the "subset" of party work; it also exists the disadvantages that the organization construction and operation system remain to be improved, talents team construction needs to be accelerated and "soliciting, editing, research and propaganda" have shortcomings; it has favorable opportunities that the achievements of the socialist modernization drive are colorful, the party construction and national development call for the party history work and the concerns and demands for spirit of the masses increasingly run high, but it also faces the threats that the diversification of social development brings about ideological confusion and party history propaganda media and its research field come under attack. To bring into full play the advantages, overcome the disadvantages, make use of the opportunities, prevent the threats, and achieve the innovation and development of local party history work, according to the SWOT strategies, we should make efforts in the following aspects:Make full use of the achievements and experience to expand the depth and breadth of party history work; maintain its own advantages and live up to the needs and expectations of our Party, country and people; perfect and standardize the construction of party history departments at all levels according to rational distribution principle; strengthen the construction of party history talents team by mapping out strategies; promote the improvement and innovation of work mechanism and system focusing on the fundamental; do well the public opinion guidance work relying on the organization and achievement advantages; preserve the position of party history work in real earnest by grasping its own advantages; make party history work scientific through the coordinated development of "soliciting, editing, research and propaganda". The author hopes that this study, especially a series of measures proposed can provide reference and thought for the development and innovation of local party history work under new situations and circumstances to constantly promote the sound and rapid development of local party history work.
