The Relationship between the United States and the Soviet union occupied an important place in the international relations during 1917 to 1932, which is well known. Its tortuous development has a profound influence on the political pattern of the world in modern times. Study the past if you would define the future, when this relationship ended with the dissolution of the Soviet Union, it become necessary to trace where it begins.With the establishment of the Soviet regime in 1917, influenced by ideology and national interests, the United States refused to establish a normal diplomatic relation with Russia, and thus put forward the Policy of Non-recognition to Soviet Russia. The USA tried to use the political and economic pressure to force the government in Russia to change his political system. Therefore, these two countries fought for 16 years on the establishment of diplomatic relation and the Policy of Non-recognition. the America accumulate wisdom from years of coping with the socialist country, and the Policy of Non-recognition also experienced stages which tells founding, development and dissolution. Therefore, a summary for the policy to Soviet Union which is from America has significance on searching the early interaction between the different countries. At the same time, as the first socialist country in the world, it has an immediate significance to explore the Soviet Union’s action which is making diplomatic progress in the international system that capitalist countries have advantage.In addition to the introduction, conclusion, this paper is divided into four parts.The first part briefly recalls the US-Russia relation in the beginning of the 20th century. It analyses the vulnerability of the relationship between Russia and the United States, and the shortcomings in American diplomatic relations with Russia. Secondly, it analyses the mistakes in the policy from America to Russia after the Kerensky RevolutionThe second part is about the evolution of the policy which is made by Wilson after the establishment of the soviet Russia. The USA refused to recognize the Soviet government in Russia and wanted to keep it fighting in the World War I. After the peace treaty of Brest-Litovsk signed, the America joined in the military intervention in Russia. When the intervention failed, the government of United States officially put forward the policy of Non-recognitionThe third part, we’ll analyze the inheriting for the policy by The Republican government in 1920s. We want to know how the America deal with Soviet Union by the policy of Non-recognition, and why this policy can exist for so long.The last part would analyze the upheaval faced by the policy in the time of Hoover’s government, and the consequence of the insistence of policy. It includes the changes about Soviet Union in the late 1920s, the insistence of the Hoover’s government for the policy of Non-recognition, and the negative impact of this policy on the international relationship.
