United States and the former Soviet Union, respectively, as the superpower of capitalist camp and the socialist camp ,both are ethnic composition of society. There is a huge difference between the two countries'history and the formation of the national question, their own national policies have distinctive features. Among them, the two nation's theory and practice of national policies adopted by the USA and Soviet makes the difference between the results of national integration .This paper attempts to compare the Soviet and USA paradigm of national integration, to find out its theory and policy of national experiences and lessons so that we can criticize the inheritance. The conclusions are: U.S. national integration paradigm is a national policy system model, it reflect the concept of freedom,democracy and the rule of law, put the ethnic issue in the market economy system, Mainly depends on free and equal competition to co-ordinate the different interests of various ethnic groups. It's aim is to achieve the various ethnic groups live in harmony in a country, Ultimately realized the United States, "cultural pluralism, political one ".The Soviet Union national integration paradigm is a national policy system model, it reflect the concept of totalitarianism, put the ethnic issue in the planned economy system, Mainly depends on administrative instructions to co-ordinate the different interests of various ethnic groups. It's aim is to achieve the various ethnic groups live in harmony in a country. The paradigm is distorted by the Soviet Union in practice the ideal of communist .For a long time, the Soviet government concealed ethnic conflicts by strong force, but, the conflict will outbreak eventually. It destroyed the Soviet Union.
