A Study On The Social Governance Role Of Public Security Organs In Yangzhou City Under The Frame Of Ruling The Country By Law

It has been thirty years for the reform and opening up to the outside world in china, China’s economic and social development have got rapid development. As we are in such special translation period, the structural adjustment and the translation would touch the interests of different groups, and the social contradiction and conflict will appear whenever the partial mass interest are not satisfied. Along with the social development, the above contradiction and conflict among the different peoples would cause much more social problems in the future. For the structure of social management in the past, the single management can not meet the need of the social development, now we promote the new social governance structure of "leading of the party committee, political accountability, social cooperation, puclic participation, legal system safeguard". It is extremely important for public security organ to do well in the social governance.In recent years, the governments have put forward higher request to the public security organs in the field of social governance. However, we have met the many problems such as unclear role, primitive method and single pattern. Therefore it is necessary to make further study on the social governance role which the public security organs should act and find out the effective way that is suitable for our local development.Here, combined with the actual situation of the people’s livelihood, the way of social governance in Yangzhou public security organs and the advanced example of public safety management abroad, I give my opinions on these issues. Try to definite the real role orientation for public security organs under the framework of state affairs administration according to law, find out the insufficient between the profession abroad, give some proposals on intensify power regulation, standardize the construction and application of public information in social public security organs, and community prevention management. I do hope it will be helpful to our work in Yangzhou and also to the others as well.
