With the continuous development of our country’s economy, the social politics, economy,education, medical and other aspects in the implementation of comprehensive reform, the reform involves the interests of the pattern must be changed, making all kinds of social contradictions increasingly prominent, social harmony and stability and national security are all unprecedented challenges before.Especially in less developed areas in China, due to the limited social and economic development, the masses of low level of education is generally a variety of factors, to face more problems in the process of reform.Can say that the current social conflicts and threat to social harmony and stability of the number of risk factors on the rise, the social contradictions are also rising.The outbreak of mass incidents are the important factors that affect China’s national security and social stability, the formulation of reasonable and effective coping strategies, promote the solution of the social contradictions of is the key to the disposal of mass incidents.Public security organs in China as a country with characteristics of armed criminal judicial power and administrative law enforcement power, to prevent and combat illegal crime, important role in maintaining the order of public safety and security, etc, are the backbone of the disposal of mass incidents.Although the relevant laws of the public security organ in the disposal of mass incidents in China make the correlative stipulation the roles and responsibilities, but in practice,can be found on the public security organ in the disposal of mass incidents there are unclear responsibilities, role conflict, role confusion and dislocation phenomenon.11.17 therefore, this study to longnan mass incidents as a case study, on the basis of literature review, analyzed the public security organ is the less-developed area deals with the role of mass incidents, mainly for the public security organ in the disposal of the role of mass incidents made a detailed analysis,the main role conflict, role confusion and dislocation, and deeply analyzes the reasons of its existence, and finally to longnan 11.17 mass incidents as a case, analysis of events, the public security organ of the disposal process and experience of failure to the success of the event and related experience, explore the less developed areas of the public security organ the right role in the disposal of mass incidents, to promote the public security organs to maintain social harmony and stability.
