A Study On The Mechanism Of Preventing Corruption In Local Administration Of Industry And Commerce

Since the 18th National Congress of the Communist Party of China was held, the new session of central collective leadership has taken how to curb corruption resolutely as the all-round important task to press ahead with the building of a corruption prevention system, which maintains the high-pressure situation of the punishment of corruption and achieves its effect that leading cadres dare not to rot in some degree. Punishing corruption is just the stopgap measure and the fundamental of anti-corruption is to build a scientific and reasonable corruption prevention mechanism and promote such a corruption prevention mechanism efficiently to make leading cadres not dare to rot so as to prevent and control corruption from the source systematically. As part of the local government departments, the local administrative department for industry and commerce is the main part to promote the construction of a clean and honest government and combat corruption. According to the characteristics of the administrative department for industry and commerce, to build an effective corruption prevention mechanism in accordance with the characteristics of the department has become an important problem that the local administrative department for industry and commerce is facing in their anti-corruption work now.Basing on the domestic and foreign theory of corruption prevention and combining with his own work experience, the author selected the administrative department for industry and commerce of Yangzhou as the research object of corruption prevention mechanism. Through the case studies in the practical corruption prevention work of the administrative department for industry and commerce of Yangzhou and the analysis of the merit and the existing problems, the author puts forward a series of suggestions on perfecting the corruption prevention mechanism on the basis of the theory of the mechanism of anti-corruption, paying more attention to the enhancement of its systematicness, pertinency, perspectiveness and practicability. The suggestions include to sound the educational mechanism to contribute a clean and honest administration, to strengthen the relevant cultural construction of the administrative department for industry and commerce, to improve the power restriction and supervision mechanism, to strengthen the construction of perfecting the system of preventing corruption and improve the system of enforcement mechanism, etc., in order to provide some useful theoretical reference for the local administrative department for industry and commerce to help build an effective corruption prevention mechanism.This thesis consists of five parts:the first part is introduction, mainly introduces the research background, research significance, research methods of this article, based on the review of related literature at home and abroad, defining the main body of the thesis. The second part combs the connotation of corruption prevention mechanism, the causes of corruption and some related basic theory on the corruption prevention. The third part, combined with the author’s preliminary investigation, mainly introduces the beneficial exploration and summarizes the preliminary achievements of the administrative department for industry and commerce of Yangzhou on building the corruption prevention mechanism. The fourth part focuses on the existing problems and its causes of the corruption prevention mechanism the administrative department for industry and commerce of Yangzhou, such as the poor efficiency of the anti-corruption education, the imperfection of the power restriction and supervision mechanism, the lack of systemic corruption prevention system, the faultiness of the execution of the corruption prevention mechanism, and so on. Finally, the author puts forward a number of countermeasures on how to improve the corruption prevention mechanism of the local administrative department for industry and commerce in a new situation.
