A Study On The Countermeasures Of Protecting Consumers' Rights And Interests In Yizheng Municipal Government

With the growing prosperity of China’s consumption activities, the phenomenon of harming consumers’rights and interests is increasing. Relevant data show that from 1986 to 2013, in only 27 years, the amount of consumer complaints nationwide increased more than 100 times. In 2014, all the AICs received 1,162,200 consumer complaints, an increase of 14.3%, the volume and growth of which was the highest in recent five years. Because everyone inevitably acts as a consumer in society, consumer protection has become a problem concerning the interests of the masses. It plays an important role in resolving social conflicts and building a harmonious society. As a result, the society and government have paid more and more attention on the protection of consumers’rights and interests. However, in the real life, the protection of consumers’ rights and interests has not become simple and feasible because of people’s awareness on the importance. Many fresh cases showed that in the process of consumption because of various reasons consumers were in a weak position, which led to unfair treatment. It greatly damaged the interests of consumers, and also affected their consumption enthusiasm. In response, it is a question worth thinking and researching that the local governments how to use public power entrusted to exercise their functions and take reasonable measures to protect the rights and interests of consumers effectively.Focusing on a series of work done by the Yizheng government in protecting the rights and interests of consumers, combined with public management theory analysis, the thesis finds many problems which include working in the absence of laws and regulation, authorization stenosis; unclear responsibilities, lack of coordination of departments; law enforcement environmental constraints, poor awareness of rights protection; personnel quality varies, inefficiency management; high costs of rights protection and financial pressure; low quality of consumers as well as excessive protection of their rights and so on. Drawing on the successful experience of other domestic and international cities, the dissertation puts forward countermeasures and suggestions for Yizheng government to improve consumer protection further from the angle of perfecting local regulations, clarifying departmental responsibilities, breaking environmental constraints, strengthening personnel management, introducing social forces and winning social support and so on. The dissertation seeks to provide some reference for the local governments to better protect the rights and interests of consumers.
