After the mid-1990s, with the gradual establishment of the socialist market economic system and the deepening of the transition of government function, China’s non-profit organization get a broader space for development. Especially as an important part of non-profit organization, private non-enterprise units rise rapidly during this period and play an irreplaceable role in many fields. But in the process of development, it is faced with a small scale and weak strength, lack of funds, not-strong ability, not-high efficiency, irregular internal management, and other series of problems. In order to maintain their own survival and development, private non-enterprise units started to strengthen the fund-raising ability and the operating ability. And more and more private non-enterprise units carry out commercial operation to achieve their mission for social services, continuing the life of the organization.This paper studies the private non-enterprise units’commercial operation and the impact of it on their mission for social services. The author selected 100 private non-enterprise units of Xuanwu district of Nanjing as the research object, to research their commercial operation through the field investigation and statistical analysis. Through the method of questionnaire, we investigated and evaluated private non-enterprise units in such aspects as personnel management, financial management, commercial business way, self-employed income, operating expenses, business strategy, the external environment related to commercial operation, and the aim of the organization, business activities, social influence. On this basis, we analyzed the factors affecting the private non-enterprise units’commercial operation to achieve their social service mission, and proposed thoughts and suggestions that make the commercial operation of private non-enterprise units to achieve their social service mission, thus which are reference for the private non-enterprise units to better serve the community and achieve the mission for social service.
