Research On The Development Path Of Private Non Enterprise Units

Private non-enterprise units are an important part of social organizations.They play an irreplaceable role in making up for the lack of government functions,promoting social fairness and stability,and meeting the diverse public needs of the public.They have become part of the main body of social governance.With the development of non-enterprise units,sheltered workshops have become a special kind of private non-enterprise unit,which together with the government undertakes the function of serving the society,and has become a typical representative of the protective service model that promotes the employment of the disabled.It has eased the employment pressure of the disabled group,improved the success rate of disabled people in employment,and promoted the development of the cause of disabled people in China.However,with the changes in the real environment,the sheltered workshop itself is unclear,deviating from the initial goal set up,and the future development is in trouble.Therefore,sheltered workshops need to reposition themselves,and it is imperative to change the development path.At the same time,private non-enterprise units also urgently need to innovate their development paths and seek all-round and multi-residential development.Shunde District W Sheltered Workshop is a private non-enterprise unit that mainly provides diversified vocational rehabilitation services such as handicraft training,housekeeping training,fabric group training,and car beauty training for the disabled in its jurisdiction.However,with the development of current social organizations,The W sheltered workshop has problems of over-reliance on the government and asynchronous development and demand.Therefore,this paper takes the W sheltered workshop as a case,based on market failure,government failure and other theories,combined with the case analysis method,interview method and other methods to analyze the current situation of the W sheltered workshop The development path is analyzed,and the advantages of the existing development path of W Shelter Factory are clarified.At the same time,the practical difficulties and reasons faced by its development path are analyzed.It is found that the main reason for the realistic difficulties faced by its current development path is the pursuit of high returns and rapid expansion,Insufficient organizational operation and management capabilities,commercialization,and a reduction in the proportion of public welfare.Finally,this paper proposes the measures for the development path of W sheltered workshops,and at the same time proposes specific measures to promote the "multi-habitat" development path of private non-enterprise units.The research in this paper can provide new ideas for the development path of the W sheltered workshop in Shunde District,and can also provide theoretical guidance and reference for the development path innovation of other private non-enterprise units of the same type.
