As the important content of social construction, community service has significant meaning for the construction of harmonious community. In recent years, with more and more contradictions and the increasingly diverse residents demands, community services which are usually given priority to Residents’ committees is no longer able to meet the increasingly diversified needs of them. Government purchase social work services is a transition of dealing with social problems and meeting residents’ diverse demand in the process of the government evolution.The value of professional social work began to play a role in the community services. Community good-neighborly center is the specific products which is purchased by the government. For the government, with the help of professional knowledge and skills, the government can effectively enhance their own credibility; For the social work institution, the purchase of social work service provide funds for development agencies. it can also use it’s professional expertise to help the people. For the Residents’ committees, community good-neighborly center can reduce their working pressure and improve the current situation of community service. But under the background of "embedded development", The development of community good-neighborly center is sill facing many problems in the process of interacting with the government and the Residents’ committees.In this context,this paper choses Nanjing X community good-neighborly center as a case and gives a detailed description of it’s development and then points out the problems of it’s development by the methods of literature study、interview and participatory observation.The problems, for example, the community good-neighborly center and the government have different ideas in the social work profession, The service effectiveness and the equal cooperation relations between them has changed. On the other hand, the Residents’ committees has little support and trust in the community good-neighborly center. The realationship between them is also needs to be strengthened. At the same time the Community Good-neighborly Centers itself is lack of experiences. Finally, the article sums up the experience about the community good-neighborly center’s development and provides some advice on this basis, aiming at its sustainable development and providing the reference to other social organizations which are similar with it.
