Civil servant is the government to implement the concrete implementation of the responsibility of management, the social management and public service. In our country, the grass-roots civil servants accounted for 92% of the total number of civil servants, they exercise by the state of management and service at the grassroots frontline duty, directly represents the national image of the government. At present, China’s civil service systems continue to improve. The state and the government to the civil servants management measures constantly bring forth the new through the old, is in the perfect stage, at the same time, the domestic scholars and experts on the civil service system has done a lot of research. But in the study of civil service system of the grassroots level of the civil service incentive mechanism and the lack of. There are many problems in the incentive mechanism, which will not only affect the whole process of the construction of the civil service system, improve the system of grass-roots civil servants will also give the grass-roots civil servants bring great obstacles. In recent years, Shandong city of Qing Zhou Province in response to the national introduction of the incentive mechanism of civil servants on a number of initiatives at the same time, the specific economic and social development based on the incentive mechanism of civil servant, put forward to perfect the requirements and policy measures. First introduced the basic situation of the grass-roots civil servants of Qing Zhou City, and then through the questionnaire survey, and analyzes the investigation results, the incentive mechanism of civil servants of Qing Zhou city was evaluated.The fourth part of Countermeasures Improving Qing Zhou city grass-roots civil servants incentive mechanism. On the basis of the former three chapters, first set up the correct incentive principle, and then put forward the Countermeasures of perfecting the incentive mechanism of the grass-roots civil servants of Qing Zhou City, finally to strengthen the implementation of security.The fifth part is conclusion. The summary of the whole thesis, the future research direction was prospected.The main conclusions of this study are: first, the grass-roots civil servants incentive mechanism of Qing Zhou City: work itself, working with general incentive mechanism returns overall incentive mechanism is not satisfied with the working environment, the overall incentive mechanism satisfaction is relatively high, the overall training incentive mechanism is not satisfactory and overall incentive mechanism for the very not satisfied with. Third, put forward countermeasures to improve the grass-roots civil servants incentive mechanism: establish reasonable compensation system and standardize the system of rewards and penalties, establish the fair competition system and the establishment of training system; guarantee the implementation of the grass-roots civil servants incentive mechanism and incentive: the importance of leadership and focus on the cultural construction of grass-roots civil servants. But this study because of personal ability is limited, there are also some limitations, such as the limitations and the research sample is not deep enough, later in the conditions of the further study. This paper will study on this particular group of grass-roots civil servants, studied and discussed the grass-roots civil servants incentive mechanism, to a certain extent and within a certain range of grass-roots civil servants incentive related theory research, expanding the research space.
