Along with the deepening of China’s reform and opening up as well as the establishment and development of China’s market economic system, our political and economic systems have undergone profound changes. In this background, the resettlement system of demobilized army officers formed in the planned economy era is getting more and more inadequate to the market economy even after several adjustments which added a new principle that demobilized army officers could find jobs themselves and get proper compensation in return. The missing of administration from relevant departments, the gap between the practice of mandatory resettlement and the requirements of human resource allocation in market, the conflicts between government streamlining and planned resettling, all those problems of the resettlement system are becoming increasingly prominent. Besides, future uncertainties of the resettlement are very likely to add to serving soldiers’ mental burden, which may further affect the battle effectiveness of the army. It is of great political and social significance to find out how to reform the resettlement system of demobilized army officers so that not only the battle effectiveness of the army can be improved, but also social and economic development can be promoted.This paper first introduces the research background and significance of this study, and reviews the previous research achievements. Then, it makes an analysis of problems faced by China’s military resettlement system based on related theories. The author also reviews the history of China’s military resettlement system and analyzes the major advantages and disadvantages of the current resettlement system, clarifying the necessity, urgency and feasibility of the reform of the current resettlement system. The paper further makes a comparison among different resettlement systems of the United States, Britain and Russia, which are the major world military countries, illustrating their pros and cons, providing a reference for the reform of our resettlement system. At last, the author discusses the specific strategies and basic principles of reforming China’s resettlement system, and suggests several innovative principles to the reform of China’s military resettlement system, hoping to establish the basic framework of the reform through innovations in legislation, management system and compensation mechanism.The main innovation of this paper is placed in that the basic framework for the reform of our resettlement system is determined by the whole idea involving legislation, management system and compensation mechanism. In consideration of China’s specific national conditions and its social, economical, political development situation, the reform of military resettlement system should not go beyond the social development, nor should it drag on the overall development of society.Due to the limitation of the author’s knowledge especially on social security and the government operating mechanism, this paper may be biased in certain points. Besides, because the issue of military resettlement involves secrets and political sensitive materials, it is difficult to collect relevant data and information, making the data used in this paper insufficient. The author deeply feels that this study on military resettlement is just a start. The author will continue to enhance relevant knowledge and maintain focus on this issue, hoping to have the opportunity to do further studies.
