With the promulgation and implementation of policy of ‘Interim Measures for Resettlement of Demobilized PRC Army Officers’ in 2001, the resettlement of demobilized PRC army officers began to carry out in two ways, that is planned distribution or job-hunting by self-determination. Since then, 141 thousands demobilized officers in China have chosen the way of job-hunting by self-determination in 14 years, and in which 55 hundreds of them are received by Hebei province. With more and more demobilized PRC army officers choosing job-hunting by self-determination, some problems occur by the reason of imperfection of the favorable policy and ambiguous of social security treatment.Guided by the theory of public management and by reviewing demobilized officers’ job-hunting by self-determination management methods at home and abroad, the paper attempts to discuss the rationality and feasibility of the job-hunting by self-determination policy. Quantitative method, in forms of questionnaire, is mainly adopted for the study. With all the items evaluated in the questionnaire, major findings could be concluded, relating to the difficulty encountered by the demobilized officers in their job-hunting process. Furthermore, the influential factors that cause difficulties are analyzed. At last, some measures for promoting healthy development of demobilized officers’ job-hunting by self-determination policy are explored, including how to transform the demobilized officers’ sense of choosing career, the continuing improvement of the favorable policy, and construction of the social and human resources management mechanism.
