Research On The Administration Of Non - Governmental Organizations In China

In the 70’s of last century, Non-Governmental Organization(referred to as the NGO)entered the rapid development period.With China’s reform and opening up, Chinese NGO also obtained the fast development.China’s Ministry of Civil Affairs statistics,by the end of 2013,there were547000 social organizations.The social groups 289000,foundation 3549,people-run non-enterprise units 255000.Involved industrial and commercial,scientific research,education,health,social services,culture,sports,ecological environment,law,religion and so on.It can be said that NGO existed in all aspects of our social life.It has become a noticeable social forces.However,because of the influence of long term nationalism and the planned economy system of nearly thirty years before the reform and opening up,most of the early NGO were established under the guidance of the government,later NGO also forced to the Management and supervision of the government because of the influence of the dual management system.Coupled with social attitudes, deological understanding,social environment,the problems of national NGO and other factors,led to very serious tendency of administrative of the NGO.This tendency has impeded the transformation of government functions and restricted the healthy development of the NGO.In recent years,the government gradually realized the problem and pay attention to it,especially in the last five years,most of the relevant policy documents have mentioned the transformation of government functions,and promote the development of social organizations.And promulgated a number of laws and regulations,normative documents,to guide the NGO to remove administrative.NGO to remove administrative has become represent the general trend and inevitable road.Only gradually remove the tendency of administration of NGO,we can further transform government functions,promote the development of NGO and build the harmonious society.Based on this background,according to civil society theory and governance theory,this paper analyzes the background of remove the tendency of administration of NGO in our country,the current practice,the current predicament and the reason.And learn from several representative countries,obtains the enlightenment,finally put forward the countermeasures and suggestions.It has very important practical meanings for further transform government functions,promote the development of NGO and build the harmonious society.
