Problems Existing In The Administrative Management System Of My Country's Development Zones And Countermeasures

Development Zone is a product of China's Economic Reform and Open Up.With the development of society,more and more development zones have been established.However,as the change of economic situation at home and abroad and China is in the important period of economic restructuring,the problems in the management system of development zones have also come to light,which not only bring about hidden dangers to the economic development of China,but also add unstablity to society.Therefore,how to manage these development zones more scientifically and effectively and make them the main engine to promote China's economic development in the new era need the thoroughly thought of every participant.In this thesis,M tourist resort is chosen for the case study.Since its establishment in 1998,M tourist resort has experienced the transformation from the mixed management mode of government and enterprise to the government-led management mode and then to the enterprise-led management mode,almost covering all the manangement modes of the development zone.Moreover,M tourist resort belongs to the county-level Development Zone,which has the largest quantity and most prominent problems.Therefore,the probelms found in M tourist resort can be used for reference to summarize the management system probelms of the development zone.Based on the analysis and summary of M tourist resort's problems,this thesis points out three mainr problems arised from the Development Zone in China.First,the position of the Management Committee of the development zone is not clear.Secondly,the development zone has too many social management functions.Thirdly,the management mode of the development zone is greatly influenced by the traditional administrative mode.In this background,combined with the new public management theory,multi-center governance theory and growth pole theory,three reasons for various problems in the administrative management of China's development zones are concluded: first,the relevant Development Zone legislation lags behind.Secondly,the main body of management is not sound.Thirdly,development is subject to multiple constraints.To solve these problems,the most important thing is to improve the legal system of the development zone.On one hand,the legal status of the Management Committee of the development zone should be maintained by legislation.The legal status of the Management Committee of the development zone should be preserved by amending the organization law of local people's congresses and local people's governments at different levels of the people's Republic of China or issuing a special development zone law.Meanwhile,the management mechanism,the leadership and decision-making mechanism and the establishment conditions and processes of the Development Zone organization should be made clearly by legislation to ensure the healthy and sustainable development of the development zone.On the other hand,it is necessary to ascertain the management rights and responsibilities of the Development Zone.To avoid "multiple management" affecting the efficient operation of the development zone,overall management organization and proper internal management departments need to be established.Moreover,the excessive influence of the traditional administrative mode should also be weakened.By building electrical government,supporting social intermediary organizations,giving the Development Zone certain autonomy and other measures,the influence of the traditional management mode,management ideas and management methods shall be weakened and the advantages of Development Zone system shall be more remarkable.
