Research On The Reform Of The Expansion Of The Strong Town In The Background Of New Urbanization

During the new historic development, urban and rural economy take on a new look. Some township economies start to thrive. However, they are hardly further booming for lack of independent limits of authority in the pattern of traditional urban and rural. At the same time, the government at the lowest level has emerged a series of problems, such as, administrative foundation misplacing, limits of authority missing and so forth. Under the circumstance, the traditional urban and rural structure is obviously contradicting day by day. Therefore, the former urban and rural administrative system is not suited to township economy which is sharp growth. And the economy puts forward higher standards for the former system. After 2000, many provinces in China started to try out the reform of township administrative system one after the other. In 2010, the renovation and expansion project initialed to pilot projects of Power expansion of strong town in 13 provinces of China. Then, Power expansion of strong town has great influence on several provinces, such as Zhejing, Jingsu, Shandong, Hubei and so on.On the background of urbanization, we choose the three researching objects from the towns of pilot projects on Jingsu,Shandong and Anhui provinces respectively. What’s more, the author analyzes the basics, contents,and achievements of this reform in three towns by methods of quantitative research and qualitative research, combining theories with practice. In addition, we discuss the issues in the reform, in order to find out the origin. Furthermore, it reveals the inner pushing power and logic of the reform in urban and rural system from the point of relationship of county between town, the expansion and constraint of authority. Finally, this article inquires into the path of solving problems rationally.The thesis includes five chapters. Chapter one mainly introduces the background of study, clearing conditions of Power expansion of strong town to come up with the methods and framework; Chapter two point out the disadvantages and constraints of traditionally township system, and disclose the changing process of this system since the foundation of PRC. Furthermore, we explode the relationship of development of domestic economy and society and this reform on the background of market economy. Undoubtedly, the key uncovers the conflict between urbanization and traditional township system, especially the pattern of county and town. Hence, we demonstrate the real meaning in the reform. Chapter three analyzes the basics,and contents of three towns to conclude the general rules. Chapter four includes effects and issues of Power expansion of strong town, and finds out resolutions through the experience of pilot projects.Chapter five concludes the summary which aims at analysis and prospect of developing direction of township reform to demonstrate the future of Power expansion of strong town.
