Research On The Pratice Of The Expansion Of Powers For Strong Towns At Luzhi Town In Suzhou City

Along with the reform and development to a high level and high quality,the economic and social development of some towns is rapid,reaching the level of economically developed towns.However,the traditional administrative system and management function lag behind the development of economically developed towns,and even restrict the rapid development of the economy and society,resulting in the practical difficulties such as "small horse cart","invisible management" and"fragmentation of social governance".In this context,the pilot reform of power expansion of strong towns in all parts of the country has been continuously promoted,trying to expand the authority of the township government at the grass-roots level and improve the administrative efficiency of the government in the economically developed areas through the reform of the administrative management system.In 2018,Jiangsu Province selected 30 economically developed towns,including Luzhi town in Suzhou,as the second batch of administrative system reform pilot.After nearly three years of exploration and practice,Luzhi town has made some achievements in the reform of power expansion of strong towns,and the economic and social development has further accelerated.This paper selects Luzhi Town in Suzhou as the research object,through literature review,field research,comparative analysis and other methods,analyzes the measures,results,problems and other aspects of Luzhi town's power expansion reform,and finds that Luzhi Town,in accordance with the direction of"one and four" power expansion in Jiangsu Province,takes the party construction as the guide to adjust and optimize the functional organization structure,expand administrative approval and comprehensive management.According to the authority of law enforcement,personnel management and finance,a supporting operation mechanism has been established.Relying on the big data information platform to promote intelligent analysis,command and scheduling,the examination and approval services such as "theme package","full life cycle","double-random-open system" and"joint punishment" law enforcement mechanisms have been explored,which has achieved the acceleration of administrative service management efficiency and the acceleration of urban construction.and breakthroughs have been made in various economic and social development undertakings.At the same time,based on the existing problems of legal protection,rights and responsibilities matching,system mechanism and soon,this paper analyzes the reasons for the difficulties of legal adjustment,the difficulty of reconstruction of supporting system,human factors interference and soon.After absorbing the experience of reform at Wenzhou City in Zhejiang Province,Foshan City in Guangdong Province and Zhangpu Town of Kunshan City,the paper puts forward countermeasures and suggestions to strengthen the leadership of Party construction,perfect the law,introduce policies,perfect system,Strengthening cooperation and supervision,according to local conditions,so as to promote the continuous deepening of power expansion and administrative management system reform in grass-roots towns.
