Study On The Problems And Countermeasures Of The Reform Of "Expansion Of Powers For Strong Towns" In Dainan Town

With the further reform and opening and the rapid process of urbanization,the economy in some towns has developed at a fast pace,but the current administration system of township has lagged behind.Many functions of township government can't keep pace with the development of local economy,such as social management,planning and construction,public service,and so on.Furthermore,the current administration model restrains the local economy.So implementing the policy of power expansion of strong town is not only the main idea of deepening the reform of administration but the urgent need of giving an overall consideration of the development in the urban and rural areasSince Dainan town was selected as the pilot reform of administrative management in 2010,many achievements have been made in the reform,varying from innovating the management system,deepening the reform of personnel system,implementing the comprehensive administrative enforcement,establishing conveninece center,abolishing the restraint of bureaucracy,clarifying the right and responsibility of every staff,reinforcing the supervision of government officials.With these measures taken,the function of the government has been transformed and the efficiency has been increased.However,there are still some problems existing in the process of the reform since the implementation of current model is tentative like the conflict between expansion of economy and administrative management,the in correspondence of the power of affairs and finance,the proportion of the number of departments and the size of staffs,the unbalance of demand supply of the land,the worries of delegated power and risk management.The purpose of the paper is to find out the achievements and shortcomings in the process of reform in Dainan town,and put forward some countermeasures and suggestions for the problems arising in every aspect through interviewing,studying document and analyzing the cases.
