| Network group incident is a new kind of crisis that the government faces in internet Age. China is in the period of social transition, social internal contradictions highlighting, citizens lack of interest expression channel, resulting a large number of network group incidents. Network group incidents usually involves many people, with wide area, producing huge social public opinion pressure, which can cause social unrest in a short time. So setting up perfect governance network group incidents prevention and control mechanism is of great value.This paper takes the network group incidents as the research object, based on the public governance theory, studying the current prevention and control situation, existed problems and reasons are analyzed and suggestions about multivariate full control are proposed. In the first part is the introduction, research the background and the existing literature and clarify research ideas. Part 2 discusses the main points and basic characteristics of public governance theory, then further analysis the value and significance of introducing them to solve the network group incidents. Part 3 introduces the present situation and characteristics of the network group incidents in china, and existed problems of prevention and control situation. Part 4 analyzes the problems and experience while dealing with the incidents by typical cases, and comes to the conclusion that we are of disposal situation. Part 5 proposes setting up sound pluralistic governance body cooperation to prevent and control the network group incidents. Main conclusions are as follow:1.Problems:The government as an independent controller has obvious problems. First, no respond. Government’s ignoring, left unchecked, which is one of the leading causes of group incidents. Second, no action. Knowing what the citizens concerned and questioned, the government does not investigate、explain or take action, not publicly available information, not communicate with people, and no officials accountability after the incident. Third, no declare. Facing Internet users and media’s questioned and even anger, the government still control and prevent the information from spreading, no declare, making it inevitable of the happening of the network group incidents.2.Reasons:First, lack of prevention. Second, the local government makes negative coping to the initial incidents that haven’t scale, and not concerned the public demands, and dealing them with violent. Third, network group incidents causing by government infringes citizens lawful interests such as demolition land acquisition make a high proportion. These problems itself are from government, if the government is as the only governance body, surely will lost credibility and can hardly earn citizens approved. Fourth, the government is not willing to change itself from the system, still practiced strong form of rule, which will inevitably lead to conflict as citizens of a democratic consciousness. Fifth, power struggle between the Government and the third sector, producing the terms of reference appear disorder, lower social governance efficiency. Sixth, the government’s management of network group incidents is lag.3.Suggestions:play a core role in the government, strengthen the ability to manage the network group incidents, change the single governance body to multiple governance body, build multilateral cooperation mechanism governance to prevention and control the incidents. First, improve government management ability. Including emphasis on team building, improve the service level; Formulate special laws, standard network supervision; Perfect the information disclosure, unblocked communication between officer and people. Second, create the pattern of multiple governance body. Including guide citizens to participate in management; Take full advantages of NGO; Make use of media guidance and supervision actively. Third, strengthen cooperation between government and NGO. Fourth, strengthen the cooperation of the government and media. |
