Extreme behaviors of netizens are the toughest challenge in the process of public crisis management,especially the network group incident crisis management.The improvement of prevention and control of irrational extreme conversion of behaviors of netizens can help with the adjustment and guidance of real social mentality,so as to develop into the benign universal social governance participation and promote social harmony.Through analysis and sorting of case content and empirical interview and research,this paper supplements and improves the existing prevention and control mechanism in practical situation.The study has found that extreme behaviors of netizens are caused by the combined effect of main driving force of netizens,external driving force of objects and cycle development of the incident itself.Its complex correlativity constitutes the superposed type influence factor trigger risk brought by combined effect in the prevention and control of extreme behaviors of netizens.Meanwhile,in the practical investigation it has been found that the government's prevention and control of extreme behaviors of netizens in the Internet group incident has many problems which cannot be ignored,and its reasons are analyzed.Finally,it is proposed that the prevention control mechanism of extreme behaviors of netizens integrating the early warning surveillance mechanism,information feedback mechanism and coordination and interaction mechanism with multiple collaborative participation led by the government is the current improvement direction of extreme behaviors of netizens.The paper is divided into five chapters and summarized as four parts.First,important relevant concepts studied in this paper are defined and interpreted.Through typical cases in recent years,classification,characteristics and conversion performance of extreme behaviors of netizens in the network group incidents are explained from the perspectives such as psychology.Second,starting from exploration of impact factors of production and conversion of extreme behaviors of netizens,combined with analysis,sorting,empirical interview,research and mining of the case content of typical network group incidents,the crisis management life cycle theory,the communication field theory and other related theory are used to explore influence factors of objects and subjects of production and conversion of extreme behaviors,find out the superposed type impact trigger risk of extreme behaviors of netizens,and consider these elements as the empirical hypothesis basis for building of the superposed impact trigger block prevention and control mechanism.Third,through the field interview and investigation,based on the existing prevention and control mechanism,the local governments' inadequacy and lack in prevention and control of extreme behaviors of netizens in the network group incidents,the causes of existing problems are analyzed,and for preparation is made for providing suggestions on measures to be taken by the government in the prevention and control practice.Fourth,the prevention and control of superposed influence elements is supplemented to prevention and control of extreme behaviors of netizens in the building of existing prevention and control mechanism.At the same time,suggestions on improvement of the original prevention and control mechanism by the government are given,and the trinity periodical blocking prevention and control is added,including monitoring and predicting feedforward mechanism of extreme behaviors of netizens,after-the-event response information feedback mechanism and multi-agent collaborative linkage mechanism.
