On The Legal Regulation Of "Small Treasury" And The Suggestions On Legal Perfection

"Small coffer" is a major problem in today’s Chinese society. Since 1989, China has carried out a total of 11 times, "small coffer" special rectification action nationwide. Although each remediation has achieved remarkable results, then the initial results will be quickly swallowed up by the new status quo. Some individual units and areas even more governance larger trend, which seriously hampered the development of China’s economy and society. Therefore, in order to establish a sound and orderly market economy to achieve rational and effective allocation of resources, to build a harmonious society, we must eradicate "small coffer." In this paper, we describe the necessity of "small coffer" governance issues through the "small coffer" problem’s history and definition, harmful to society, governance, etc. we also describe the status quo, and then from the perspective of law specific, in-depth analysis of the legal system, "small coffer" problem the status quo, legal responsibility of "small coffer " problem investigated, and punishment, etc.. We discussed the legal status of system "small coffer" issues and problems in order to further improve the proposed effective legal advice.
