On The Violation Of Laws By The Migrant People In Suzhou And The Prevention Strategies Of Public Security Organ

With the reform and opening up policy, China is undergoing the fast development period around all fields in economic and society progress for more than30years. And at the same time, the phenomenon of the violation of laws by the migrant people is becoming more and more serious. This paper mainly discuss the migrant people’s violation of laws within the jurisdiction district of Kuatang Public Security Station of SIP, then analyses the cases of larceny and assualt crimes in particular. On this basis, the author firstly explores the factors affecting the migrant people committing crimes from the perspectives of education level, social experiences and values; then points out the direct reasons of such people committing crimes in light of criminal economics theories in combination with the actual conditions of Kuatang Station.To sum in all, the author thinks that the lacking of humane regulation idea-emphasizing formal jutice rather than subatantial compensation and crime prevention on the part of victims,yet emphasizing penalties rather than education for the violators’ part.At the end of this paper, it summarizes the innovative social regulation method of Kuatang Public Security Station which is being used to prevent such violations from the very begining. The author hopes to make a contribution to the realization of public security modernization by providing a sample of innovative social regulation mode based on the grassroots experience of crime prevention.
