In the history of Maritime Warfare and armed conflicts, the blockade of the sea is an important way of warfare. Early marine blockade is often a maritime power for small and weak countries of aggression, curb behavior. In modern times, with the formation and development of the international law and the law of the sea, the sea blockade of this ancient warfare gradually by the legal norms and constraints. From the perspective of international law and naval warfare, the exploration and Research on the naval blockade is of great significance to the implementation of the blockade of the sea in the future.Up to now, the sea blockade system is one of the most ambiguous problems in the international law and the sea battle law. In the existing international legislation, only the Paris Declaration on Naval War, London Declaration Concerning the Laws of Naval War and law battle of San Remo manual three legal documents on the sea blockade conditions and means of operations such as making provisions. From the Crimea war, the British and French allied forces against the Russian blockade, the first World War in Britain against Germany, Germany to Britain, the United Kingdom, the United States on the blockade of, the United States on the blockade of Argentina, the war in the Gulf War, the Gulf War, the blockade of the Gulf War in Iraq, the international law for the legality of the blockade, the use of naval blockade and how to deal with the destruction of vessels, etc.. For our country, in the future implementation of the sea blockade, we need to do the following work:first, to ensure the implementation of the maritime blockade of the legality of the operation; the two is the use of international law and norms of combat means; the three is based on the actual situation of the use of various means to deal with the destruction of vessels.
