In order to better serve the elderly population, to meet the diverse needs of the elderly, from the central to the local density were introduced to enhance the benefits of the old policy, has ensure the concern for aging from the policy level. However, the implementation of a policy perspective, aging work carried out ineffective, the actual needs of the elderly have not been met.
