In recent years, our nation begins to pay attention to public integrity,do great effort to eliminate corruption. How to rise civil servant’s sense of responsibility, standardize their behavior become the focus of people’s concern. Psychological contract and work value are the basis of knowing one’s attitude and motivation, bring in psychological contract and work value to the field of public management, especially to study the sense of responsibility, will be of great importance in promoting civil servant’s sense of responsibility and the efficiency or government management. At present,rich studies apart on psychological construct,work value and sense of responsibility, but it still lacks of depth and systematic. Few study combine with this three factor to find their inner relationship, and public sector has not been taken account seriously, so we should do more efforts to research.In this paper sample for the study of township servants in Guangxi,evidence-based research in order to understand the relationship in psychological construct, work value and sense of responsibility. And base on the results, it put forward the effective path to reconstitute psychological contract, direct establish work value and promote the sense of responsibility. The mainly conclusions are: First, township servants generally unsatisfied with their salary, less opportunities to training, the development of career is limited. Overall, township civil servants’ sense of responsibility shows a high standard although they unsatisfied with the fulfillment of psychological. And problems exist are just a little bit self-awareness and lack of dedication. Second,township civil servants personal characteristic do obvious significance on the degree of government carry on psychological, work value and sense of responsibility. Servants in different ages, nations, education,administrative level and years of working, have significant difference beyond the standard of psychological contract that their feel and the level of their work value and sense of responsibility. Three, the triadic relation of psychological contract, work value and sense of responsibility:(1)there is obviously correlation between psychological contract and sense of responsibility, each dimensionality of psychological contract do positive predictive power to responsibility.(2) Each dimensionality of work value has positive effect on sense of responsibility, except capacity.(3)There is significant correlation between work value and psychological contract, but the dimensionality of reputation and interpersonal do not effort to the specification. At last, put forward some suggestions in trems of psychological reconstitution, work value establish, responsibility conscious-raising and management base on one’s character.
