A Study On The Governmental Management System In The Transition Of Yinchuan Comprehensive Bonded Area To Free Trade Park

Free trade is now playing an more important role in promoting the development of globally integrated economy. China has become the largest trading state after join the WTO with a large amount of trade volume. In order to restricting the development of China’s foreign trade, protecting their own vested interest, the West, represented by the United States, established new economic organization as TPP and TTIP from which China had been excluded,under National Strategy. They are trying to establish new international trade rules and order, reset the pattern of international trade, with the purpose of weakening multilateral international trade rules system for the reason that China has join the WTO. China suffered a new serious situation and external challenges, because of the implementation of that strategy which caused the voice at the table in setting new international trade rule has been weakened. Fighting against the attempt of restricting the development speed of our country, in the third Plenary Session of the 18th CPC Central Committee, the party put forward the implementation of the free trade zone strategy, from the perspective of overall deepening reform, including unilateral free trade area, bilateral free trade area, multilateral free trade area. The establishment of FTZ in China can be traced back to the 1990s during which time bounded zone policy has been pushing out. There are lager difference between FTZ and bounded zone, because of the restricting by the administrative system, management mechanism and other factors. Base on the research of other scholar, I consulted a large number of documents and put forward many questions concerning management mechanism during the transformation process from bounded Zone to FTZ in Yinchuan. Those problem includes many facets, such as lower efficiency because of too many organizations without sharing information, imperfect management mechanism because of lacking of management subject and the administration inclination in community service is grave; there are vague factor in the construction of establishing bounded zone and FTZ in the same time. This article analyzes four reasons of those problems, there are defects in the operation of authorization mechanism, restricting of existing mechanism and culture to the new one, lack of supporting of law about FTZ, there are vague boundary between government and marketing. Drawing lessons from the successful experience of foreign FTZ management system, this article uses the theory of strategic management, new public management institutional economics, modern government organization theory, to giving better solution in building a suitable management mechanism for the China-Arabia FTZ. Four factors-organization structure, power operation, supervision strategy, legislation of FTZ-have been mentioned in this article. Also we take the Yinchuan bounded zone as an example for it is now in the transformation period target to FTZ.
