Research On The Policy Effect Of The Transformation Of Government Functions In The Construction Of Hainan Free Trade Zone(Free Trade Port)

China Pilot Free Trade Zone is the product of economic globalization and regional economic integration.It is an important practice for deepening reform and exploration in our country,and also an innovative form for optimizing the allocation of market resources.According to our country’s basic system and basic national conditions,the transformation of the government functions of the Free Trade Area plays an important role in the construction and operation of the China Pilot Free Trade Zone.On April 13,2018,during the meeting celebrating the 30 th anniversary of the establishment of the Hainan Provincial Special Economic Zone,General Secretary Xi pointed out that the establishment of a pilot free trade zone on the whole island of Hainan is an important exploration that will receive the full support of the CPC Central Committee.On June 1,2020,the Central Committee of the Communist Party of China(CPC)and the State Council issued a circular on the overall plan for the construction of Hainan free trade port,requesting all departments in various regions to conscientiously implement it in the light of actual conditions(hereinafter referred to as the FTZ).Hainan Free Trade Zone of China is one of the fourth batch of free trade zones in China.In promoting the transformation of government functions,we can fully learn from the advanced experience of domestic and foreign free trade zones,and by absorbing the advanced experience and effective measures of other free trade zones,raise the level of construction of Hainan free trade zone and its contribution to economic development.This paper discusses the Hainan Free Trade Zone with the help of the relevant policies,combined with the transformation of government functions to do the corresponding research.On the basis of sorting out the concept and theory of the transformation of the government functions of the free trade zone,and based on the stakeholder theory,empirical research is carried out from the perspective of multiple subjects,then empirical analysis of Hainan Free Trade Zone government functions and the transformation of the effectiveness of the existing problems.Drawing on the experience of the transformation of government functions in domestic and foreign free trade zones,we should strengthen the function orientation of the FTZ,perfect the negative list system,improve the ability of supervision after the fact,encourage the social organization to participate in the legal system construction and provide the public service,etc..In the structure of the paper,first of all,the research background,research significance,research content,research methods and research status at home and abroad were elaborated;secondly,the related concepts and theoretical basis of this study were studied,including the concept of free trade zone,the transformation of government functions,the new public service theory,governance theory,the relationship between government and market theory,stakeholder theory;Based on the analysis of the policy status quo of promoting the transformation of government functions in the Hainan free trade area,and based on the stakeholder theory,the main body of the paper studies the effectiveness of the policy implementation links of the Hainan free trade area government,at the same time,it evaluates the effect of the implementation of the Hainan free trade zone in promoting the transformation of government functions,This paper analyzes the problems and deficiencies in promoting the transformation of government functions;finally,by collecting a large number of relevant domestic and foreign materials,this paper sorts out and sums up the advanced experience of other domestic and foreign free trade zones in promoting the transformation of government functions,so as to provide reference for the construction of Hainan free trade zone,to provide relevant policy suggestions for the Hainan free trade zone to promote the transformation of government functions.Since the construction of Hainan Free Trade Zone,the development trend is good,and there are some implementation effects in the transformation of government functions,including negative list management,social credit system construction,information disclosure construction,information sharing and service platform,and innovation of rights and interests protection system.However,there are also some problems,including the management structure and personnel allocation,and promoting the simplification of administration In view of the above problems,the paper puts forward policy suggestions to promote the transformation of government functions,including strengthening the ability of overall coordination and management of the free trade zone,reengineering the government management process,improving the negative list system,improving the supervision ability in the process and afterwards,and encouraging the participation of social organizations The construction of legal system and the provision of public services can provide reference for improving the construction effect of Hainan free trade zone.
