As the world economic integration process accelerating, small enterprises, as a special form in the market economy system, are playing more and more important role. Firstly, they improve the gross national product(GNP); Secondly, they help to ease the employment pressure. They made outstanding contributions to socialist modernization. The reason for these achievements of small enterprises, because it is inseparable are not only from the support of national policy but also from the owner’s and the staff’s hard work. Moreover, the experts and scholars provide spiritual motivation to the small enterprise with ideological and political education and enterprise culture construction. But small enterprises also experienced difficulty. They have to face not only the ever-changing world, but also the unregulated market system in our country. The enterprises are facing a more open market and entering a more competitive new stage. For small enterprises, to pursue a stable and long-term development and to enlarge the size of the enterprises, more profound cultural background needs to be cultivated which merge such wisdom crystallization. One of the most critical factors is to use the ideological and political education to promote enterprise’s culture since it provides spiritual power for enterprise development and plays an important role increate enterprise harmonious culture atmosphere and building external competition environment. These contribute the construction and development of small enterprise culture.The first chapter of this article mainly discusses the related concepts to have a better understanding of small micro enterprise concept, ideological and political education and enterprise culture construction in order to prepare for the following study in detail. The second chapter is mainly aimed at Shenyang small enterprises and design questionnaire and collects statistical results. In the third chapter of the article, based on statistical results in the second chapter, analysis of the existing problems and causes of the problem in small enterprises ideological and political education and enterprise culture construction is conducted. Through the analysis of the relationship between the enterprise ideological and political education and corporate culture, it demonstrates in the fourth chapter the possibility and necessity of the role of ideological and political education in promoting small enterprise’s culture construction. Finally in the fifth chapter, it puts forward the ideological and political education for small enterprises culture construction in order to promote the healthy development of small micro enterprises so that small micro enterprises can play a right role in the construction of socialism modernization.
