Research On Environmental Governance Mode In The View Of Cooperative Network

In recent years,due to the long-term focus on economic growth and ignores the sustainable development of social economy, causing many environmental problems.Fog,water pollution,soil degradation,ecological destruction and other environmental degradation phenomenon emerge in endlessly,characterization of constantly present normalized,environmental problems,which gradually become the focus of social attention. Environmental security as one of the important content of basic public services is the necessary condition to ensure that the public can live healthy and comfortable which plays an important role at the development of economy and the progress of the society.From the fourth plenary session of the 16 th party put forward to improve the government social management and public service functions,to the fourth plenary session of the eighteen party put forward to promote countries modernized management system and management ability,have reflected the development direction of government functions and management means.Innovation of social management system become the current goal of our country government,highlights the importance of cooperation governance between government and social public,nonprofit organizations.Harbin,the capital city of northeast region in China,due to the temperate continental monsoon climate affect the clear difference in the four seasons climate change,as well as the long-term social economic development and environmental resources presents a state of not harmonious,make the cost of environmental governance of Harbin increasing and environmental governance performance is not optimistic.Environmental governance determines the sustainable development of social economy directly.But also shows the urgency of the transformation of Harbin environmental governance mode.Currently our country environmental governance model mainly includes three types: government as the main body of a single traditional governance mode,government departments and non-governmental organizations,the media,the enterprise as the polycentric governance mode and plural between multiple subject constitute model of network governance.With the failure of the government as a single subject to environmental governance approach,traditional environmental governance model is unsustainable and makes environmental governance mode also gradually by the government of a single management mode to the polycentric governance mode transition,and the network governance paradigm shift.Therefore,this article obtains from the cooperative network governance theory,firstly network governance theory applied to Harbin cooperation in the field of environmental governance,to achieve cooperation network model combined with an efficient and environmental governance practices both promote each other,under the guidance of cooperative network governance theory,further improve the urban environmental governance in the work.Secondly,to evaluate and analysis current situation of Harbin environmental governance model,according to feedback of the Harbin city residents governance effect on the current environment,sums up its experiences and deficiencies,and through to our country existing main environmental governance experience of effective guide,make up for the defects existing in the present environmental governance mode in Harbin.Thirdly it put forward to adapt to the current status of Harbin environmental governance mode--The environment of network governance mode.Through the network management platform and the construction of its running mechanism, to improve government failure of the single management mode in the field of environmental governance, it can promote the multi-center network cooperation and improve the efficiency of environmental governance.To meet the needs of residents growing complexity to the environment,in order to solve the existing problems of Harbin city environmental governance model and put forward measures on the basis of practical and effective safeguard.
