Research On The Cooperation Mechanism Between The Government And The Social Organization In Disaster Management From The Perspective Of Network Governance

The process of human civilization is always accompanied by natural disasters. After the fanatical pursuit of economic growth at high speed, the contradiction between humans and nature is becoming more and more intense. With the development of civil society, Social organizations in social affairs plays an important role, it become a can not be underestimated the strength, there is no exception in the disaster governance. At present, the research results of the new public management theory, such as network governance theory and social organization theory, provide variety of ways for disaster governance. It also theoretically demonstrates the possibility and necessity of the government and the social organization as the two main body of the disaster governance. Under the background of risk society, limited government, the advantages of social organizations and the construction of social resilience needs, have repeatedly confirmed: the cooperation of government and social organization is inevitable, and the need for cooperation system of norms.This paper is combined with the methods of literature review, comparative analysis and case study, discusses the cooperation mechanism between the government and the social organization in disaster governance, and discusses the construction of the cooperation mechanism of the government and the social organization. The paper has analyzed and studied disaster governance in view of network from six aspects : The first chapter is the introduction, mainly on the research background and significance of the topic, social organizations involved in disaster management function, and so on. The second chapter necessity from theoretical basis and practical two part discusses the cooperative governance. Chapter three take Ya’an earthquake as an example, this paper discusses the cooperation structure and cooperation operation of network governance from two aspects: the cooperation structure of network governance and the cooperation of government and social organization in the process of disaster management; The fourth chapter, based on the third chapter, through structural factors and environmental factors that affect the performance of network governance, analyzes the main factors. In the fifth chapter, after the induction between Japan and the United States government and social organizations cooperate in the disaster governance experience, to build China’s cooperation in disaster management provides some enlightenment and train of thought. In the sixth chapter, on the basis of the cooperative governance experience of the United States and Japan, trying to construct the frame and mechanism of government and social organizations cooperation in disaster management from the perspective of network governance, for disaster management as well as public crisis governance of government and social organization cooperation mechanism built to achieve the words and ideas.The following conclusions can be drawn by this research: first, disaster governance subject mutual cooperation is the effective governance of the disaster is the inevitable choice of the trend of the times, but at present, government and social organizations in disaster governance cooperation is still in exploratory stage, the lack of institutional protection. Network governance as a concept of governance doesn’t mean reduction of government responsibility in disaster governance. It requires to abandon the stereotype of traditional administrative, by absorbing the social organizations and other social forces to effectively reduce the cost of governance. Structure and operation mechanism of network governance need institutional guarantee and technical support, from the government point of view, establish and improve the safeguards system of network governance is present the most important; and in terms of social organization, how to enhance the ability, play to their strengths in network governance framework, will be the direction of future efforts.
