In recent years, our government has committed to the continuous deepening and transformation of government functions. And at the same time, the pace of informatization construction is accelerating. Based on this background, the e-government construction has obtained certain achievement. However, due to the influence of the traditional concept of administration, institutional and other factors,separated departments and fragmented management systems still exist, resulting in inefficient information sharing between government departments.The method mainly used in the thesis is empirical study, adopting the qualitative and the quantitative research method. Focusing on optimization strategies of cross-department information sharing, this essay has carried on the comprehensive review of literature about the government inter-agency information sharing. On the basis of summarizing the research results, the essay introduces the practice of Beijing,Shanghai, Guangdong, Zhejiang. Then this article makes an empirical research of influencing factors of local government inter-agency information sharing, excavates the intrinsic motivation and obstacles of it, tentatively propose optimization strategies of information sharing, thus exploring the general framework and theoretical guidance of inter-agency information sharing.In order to make a more comprehensive analysis for the factors of local government inter-agency information sharing, this thesis based on the domestic and foreign literature and Chinese local governments information sharing practice,forming the theoretical model of the influence factors from the dimensions of the organizational management, legal and policy, benefit and risk on the foundation of Dawes and Zhang’s research. At the same time, this paper refers to the relevant research of Hu Ping, Chen Xiaoling and other domestic researchers to reconstruct the influence factors, dividing factors into supporting factors, foundation factors,organizational management factors and benefit and risk factors of information sharing.Through practice review and empirical study, the author believes that establishing collaborated coupling status of inter-agency information sharing of local government needs to optimize organizational management mechanism, supporting mechanism, including clarify the management main body of government information sharing, specify function disposition and operating mechanism to solve the problems of “who manages”. And for solving the problem of “how to manage”,it’s necessary to formulate relevant laws, regulations and policies, work out a clear incentive and performance evaluation mechanism. By combining these two methods,it’s possible for us to optimize the cross-department information sharing of local governments.
