Reserch On The Issue Of Improving The Ability Of Leading Cadres Of The Rule Of Law Thinking In Contemporary China

Since the eighteenth national congress of the communist party of China,Xi jinping, the general secretary of the central committee of China,first proposed to "improve the ability of leading cadres of the rule of law thinking and to follow the law".According to this theory,to in-depth analyse the issue of how to improve the ability of leading cadres of the rule of law thinking.Through the analysis of connotation and concept of the rule of law thinking ability, we pointed out the necessity of improving the ability of leading cadres of the rule of law thinkingcurrently.We saw the contribution of leading cadres on law construction,at the same time,we also realized the lack of the rule of law thinking ability of leading cadres,there were three aspects:firstly,the leading cadres lack the the rule of law concept;secondly,the leading cadres lack the ability of administration according to law;thirdly,theleadingcadres ack the ability of comparising the due process.According to the analysis of restricting factors of improving the ability of leading cadres of the rule of law thinking,there were also four espects:firstly,the conflicts between the traditional rule of man thinking and the modern rule of law thinking;secondly,there are something wrong in some leading cadres’ mind about the relationship between thedevelopmentand the rule of law;thirdly,all aspects of the supervision mechanism of implementation don’t reach the designated position.Based on the research of the ways to improve the ability of leading cadres of the rule of law thinking,the three methods were as follows:firstly, to to set up the rule of law conception of thinking;secondly,to perfectevaluationinspectionand power supervision mechar,creating a good atmosphere of the rule of law;thirdly,to establish rewards and punishment standards.Based on all aspects of the research about the subject,in general,on the one hand,the leading cadres must learn to abandon the rule of man thinking and to set up the concept of the rule of law thinking;on the other hand,creating a good environment of rule of law to superviseleading cadresexercisingtheir public powerin law.Through the combination the control measures ofinternal cause and external cause,the rule of law thinking ability of leading cadres willbe effectively improved,then forward construction of the rule of law in our country would also be completely pushed,to carry out thenational management system and management abilitymodernization will be realized at early time.
