A Research On The Cultivation Of Rule Of Legal Thinking From The Perspective Of Comprehensive Rule Of Law

problems hindering the process of running the country in an all-round way according to law and affecting the breadth and depth of the overall thinking of rule of law in society.Leading cadres are one of the key groups that affect the rule of law thinking,and are responsible for the national legislative and judicial administrative power.Such role positioning determines the important position of leading cadres in the cultivation of rule of law thinking in other key groups.Cultivating young college students' rule of law thinking is an important part of ideological and political work in colleges and universities.Through the cultivation of young college students' thinking on the rule of law,we can effectively inherit socialist morality,values and the concept of the rule of law,and guide the whole society to form a good atmosphere of the rule of law.In addition,the weak legal thinking ability of leading cadres,the people's weak identification with legal thinking,the backward cultivation mode of legalthinking and the contradiction with the social environment make the cultivation of legal thinking in our country have certain practical difficulties,and deeply affect the process and quality of social harmony and stability and the construction of a legal China.At the same time,the thinking of the rule of law has the function of guiding the value,guiding the system and ensuring the transformation of the practice of the rule of law.Through many years of practice in the construction of the rule of law,the cultivation of the thinking of the rule of law is feasible to some extent in our country.Ruling the country by law has been determined as the basic strategy and the determination to enforce the rule of law has been made.The long history and culture have infected citizens' cultural accomplishment,which provides theoretical,cultural and mass foundations for the cultivation of the thinking of the rule of law.Facing the complicated and changeable domestic and international situation and the impact of multiple values,as well as the extremely unbalanced reality of regions and groups faced by the rule of law in our country,the cultivation of legal thinking in our country is facing a series of urgent problems to be solved.The cultivation of legal thinking is conducive to the improvement of leading cadres' ability to govern according to law and administer according to law,people's legal literacy,legal professionals' professional literacy and moral concepts.By respecting the basic legal system,adhering to the constitution and legal system,establishing the concept of good law and good governance,improving the consciousness of applying the rule of law thinking from top to bottom,guiding leading cadres to apply the rule of law thinking,strengthening the rule of law,enforcing the law for the people,highlighting the consciousness of rights,contractual spirit and procedural justice,fundamentally solving the major ideological and cognitive problems of where power comes from,who is in power,and how to be in power,the socialist rule of law course should be incorporated into the leading cadres training curriculum system as a compulsory course for leading cadres,at the same time establishing the quality evaluation mechanism of leading cadres training,and taking the evaluation results as one of the important contents of leading cadres' assessment and appointment.We will improve the legal knowledge learning system for Party committees(leading party groups)at all levels,the legal consultation system before making decisions on major issues,and the legal review system before signing major contracts.We will establish a team of legal advisers combining public welfare lawyers and professional lawyers.We will adhere to the institutionalization and normalization of the cultivation of socialist legalthinking,improve the ability and level of leading cadres to analyze and solve problems using legal thinking,and continuously promote the overall rule of law.Adhering to the standard of civil rights and advocating the concepts of fairness and justice;Cultivate the cultural tradition of constructing legal thinking,establish legal belief,advocate the generalization of legal thinking cultivation and strengthen the cultivation of legal talents to realize the cultivation of legal thinking.The cultivation of legal thinking should enhance the democracy of legal construction,actively enhance citizens' participation and promote citizens' legal cultural experience.The ultimate goal is to make legal thinking deeply rooted in
