A Study On The Policy Of Small Guarantees Loans For Rural Women In China

Women’s poverty reduction is an important part of the national poverty reduction strategy. However, lacking fund is the biggest problem that restrain reducing poverty. After reforming and opening up for nearly 30 years, and with the development of urbanization, the objective conditions of poor women group makes the government pays more attention to Women’s poverty reduction. Our government has launched a series of massive poverty reduction program continuously to help 200million women get rid of poverty. The women’s federation issued women petty loan policy in 2009, mainly on women, to promote urban and rural women to start their own business or get a job. The petty loan policy shows that financial activities are no longer belong to men, women can also carry out their own financial loan activities, which help women get autonomous right in their working and daily life. These changes extremely promote the women’s family and social status, which makes rural women become an important strength to speed up the rural economic construction and solve the fund dilemma in the process of production and operation for rural women. In addition, the policy also plays a positive role in boosting the basic state policy of equality between men and women.The paper mainly discuss about the theories of the petty loan for rural women and the public police evaluation. Referring Some scholars at home and abroad with their existing theoretical results and related experience and combining with current situation of the development of petty loan for rural women in China, I will use Ning Xia Ping Luo county as an example to analyze problems and its reason of implementing the petty loan for rural women, and come up with solutions and suggestions about improving the petty loan for rural women by learning the advanced foreign experiences.
